Dr. Chou is the Deputy Minister of Health and Welfare. He received his Doctor of Dental Surgery (D.D.S.) degree from Taipei Medical University, his Master of Public Health (M.P.H.) degree in Epidemiology from National Taiwan University, and his M.P.H. in Environmental Toxicology from the University of California at Berkeley. Dr. Chou has served in public health positions in both local and central government agencies for more than 30 years. From 2016 to (February) 2023, he served as the Director-General of the Taiwan Centers for Disease Control (Taiwan CDC). During the COVID-19 pandemic over the past three years, he led Taiwan CDC’s efforts to prevent and respond to the unprecedented pandemic, including disease surveillance, predictive analysis, the formulation of border control measures, the procurement of COVID-19 vaccines, and the implementation of national vaccination campaigns. Before his appointment as the Deputy Director-General of Taiwan CDC in 2003, he served as the Health Commissioner of the Taipei County Health Department and the Director of Planning and Development ,the Division of the Taipei City Health Department.
