Chief Superintendent Kwan Tiu was named as DCO on March 18, 2020 after holding various critical positions in the BFP and achieving notable accomplishments. He climbed up the ladder of designations having started his career as a municipal fire marshal to eventually becoming a regional director. He is known for his unique career being the only officer designated twice as director of the National Fire Training Institute and twice as regional director of BFP-NCR, and having served in the three main islands of the country as regional director. He holds master’s degrees in local governance, in crisis and disaster risk management, and in public safety administration. He is a recipient of several awards, which include the Presidential Lingkod Bayan Award bestowed by Former President Gloria Arroyo in 2003. He is the brain behind the Fire Square Roadshow, an interactive public fire education designed to engage safety and security partners with its objective of developing a culture of discipline, safety, security, and self-help. Being the DCO, he is responsible for the BFP’s JTP and FSR projects.
