Prior to her new position as the Deputy Minister, Dr. Shih was a Professor of Law with the Department of International Business at the National Chengchi University, Taipei. Her area of specialty includes international environmental law and international economic and trade law. She has published, both in Mandarin and English, journal articles and book chapters on trade and environment, trade and climate change, energy tax, climate change legislation, climate change financial mechanism, emissions trading, good governance, animal welfare, and marine protected areas. She has served as a legal consultant on international trade law and environmental law issues for various governmental agencies during the past 20 years. She also provides expert opinions on laws and regulations relating to climate change and emissions trading.  She began her new position as Deputy Minister for the Ministry of Environment on 1 September 2023.
