Major General Delfin N. Lorenzana became the 11th Chairman of the Bases Conversion and Development Authority (BCDA) when he was appointed on 7 July 2022. Prior to his appointment as Chairman of the BCDA, MGen Lorenzana was the Secretary of National Defense from 2016 to 2022 where he played a prominent role in the successful counter-insurgency and anti-terrorist campaign of the Philippine Government. He likewise forged closer defense relations with neighboring countries such as Indonesia, Malaysia, Brunei, Japan, South Korea and Australia. He orchestrated and managed the successful resolution of the Marawi Siege and was designated martial law administrator of Mindanao. During the anti-COVID-19 campaign, he headed the country’s National Task Force on COVID-19.Chairman Lorenzana served in the Philippine Army for 31 years going through all levels of command and with assignments all over the Philippines. His last active posting was as Defense Attaché in Washington DC. In 2004, he retired from active service with the rank of Major General. Upon retirement, he served as Head of the Office of Veterans Affairs at the Philippine Embassy in Washington DC. His job was to lobby for benefits of Filipino WW2 veterans who served the US in WW2. The lobbying efforts resulted in the passage of two landmark US laws: the Filipino WW2 Veterans Compensation Fund and the Congressional Gold Medal.As Chairman of BCDA. MGen Lorenzana is responsible for leading the BCDA Board to focus on strategic objectives, oversee BCDA’s business endeavors, and setting high standards of corporate governance.
