Dr. Yu-Lin Huang is the Secretary General of the International Cooperation and Development Fund (TaiwanICDF) and a distinguished expert in civil and environmental engineering with extensive experience in academia, government, and public affairs. He earned his Ph.D. and M.S. degrees from the University of California, Berkeley, after completing his undergraduate studies at the National Taiwan University of Science and Technology.

Dr. Huang has had a remarkable academic career, serving as a professor in the Department of Civil Engineering at National Yang Ming Chiao Tung University since 2010. His expertise has also been instrumental in shaping public policy and infrastructure development in Taiwan. From 2019 to 2020, he served as Deputy Minister of the Ministry of Transportation and Communications, overseeing key national transportation initiatives. He also held leadership roles as Acting Chairman of Taiwan International Ports Corporation and Director of Chunghwa Telecom.

Beyond academia and government, Dr. Huang has been actively engaged in democratic governance and policy research. As the President of the Taiwan Foundation for Democracy (2020–2024) and a long-time Director of Taiwan Thinktank, he has contributed to shaping Taiwan’s policy landscape. His leadership experience extends to positions at the Taichung City Government, the Chimei Museum Foundation, and the Straits Exchange Foundation.

With a career spanning academia, public administration, and policy research, Dr. Huang continues to play a vital role in advancing Taiwan’s infrastructure, governance, and international development.
