Dr. Kenny Huang is Chairman of the Taiwan Network Information Center (TWNIC) and a leading figure in Internet technology and policy. He holds a Ph.D. in Management of Information Systems from National Chengchi University and an MSc in Information Technology from London South Bank University. Dr. Huang co-authored IETF RFC3743 and serves on global Internet governance bodies, including the APNIC Executive Council, ICANN Address Council, DotAsia Advisory Council, and PIR Board. He also leads key digital policy initiatives in Taiwan, including IPv6 and government e-policy development.
