Hon. Gustavo Villate is a technology leader with more than 20 years of experience in telecommunications and financial technology. He currently serves as Minister of Information and Communication Technologies (MITIC) of Paraguay, where he leads national digital transformation and modernization initiatives. His work focuses on expanding national connectivity, advancing 5G deployment, promoting Electronic Identity systems, and strengthening the Paraguay Government Portal as key tools for digitalization. He also supports the implementation of technological solutions in education and healthcare to improve efficiency in strategic public sectors.

Hon. Gustavo Villate studied Systems Analysis at Universidad Católica Nuestra Señora de la Asunción, which laid the foundation for his career in ICT. In the private sector, he co-founded and directed E-Services, served as Technology Director at Bouncopy, and worked as IT Manager at Claro Paraguay. He has also been an active member of Paraguay’s Fintech and Contact Center & BPO chambers.
