Hon. Biow Chuan LIM is a Singaporean lawyer and former Member of Parliament who served the Mountbatten constituency for four terms. A member of the People’s Action Party, his political career was highlighted by his tenure as Deputy Speaker of Parliament from 2016 to 2020. During his time in office, he was also recognized for his work in community advocacy, notably serving as President of the Consumers Association of Singapore (CASE).

Professionally, Mr. Lim has practiced law for over 35 years. He earned his LLB (Honours) from the National University of Singapore in 1988 and was admitted to the Singapore Bar the following year. Currently a Director at BC Lim & Lau LLC, he transitioned out of political office ahead of the 2025 General Election. His career is marked by a long-term commitment to both the legal profession and public administration in Singapore.
