Mr. Isa Kahraman (born April 1, 1974, Türkiye) is a Dutch strategic advisor and policy professional specializing in international security and human rights. After arriving in the Netherlands as a refugee, he went on to build a distinguished career in public service and international affairs.

He holds a Master’s degree in Management from Nyenrode Business University. Until November 2025, Mr. Kahraman served as Chairman of the National Defense Committee in the House of Representatives of the Netherlands, where he played a key role in policy development and strategic communication on complex geopolitical and conflict-related issues.

During his tenure in the Dutch Parliament, he focused in particular on fragile and conflict-affected regions, bridging security policy with humanitarian and human rights perspectives. His work has been characterized by an integrated approach that connects defense, diplomacy, and the protection of fundamental rights.

In addition to his national responsibilities, Mr. Kahraman represented the Netherlands in the NATO Parliamentary Assembly, contributing to transatlantic dialogue and cooperation on security and defense matters.
