Dr. Zhen-Wei CHIANG currently serves as Director General of the Department of NGO International Affairs at the Ministry of Foreign Affairs (MOFA) in Taiwan, where he works to deepen Taiwan’s cooperation with international civil society and strengthen global NGO partnerships.

Before taking up this role in 2025, he was Counselor in the Ministry’s Department of International Cooperation and Economic Affairs and Deputy Secretary General of the Chinese International Economic Cooperation Association, supporting initiatives to expand Taiwan’s international economic engagement. His earlier career included leadership roles in local economic development, notably as Director General of the Department of Economic Development of the Chiayi County Government, where he promoted regional industry and innovation. He holds a Ph.D. in Economics from Feng Chia University, a Master’s degree in Economics from Soochow University, and a Bachelor’s degree in Industrial Engineering from Chung Yuan Christian University, and was also a Research and Visiting Scholar at the University of Puget Sound in the United States.
